By the law n°2022-008 of January 13, 2022, the awarding of the honorary distinction of Knight of the National Order to Rao Wenhua, Director in place of the Confucius Institute of the University of Antananarivo was effective on February 25, 2022 at the Presidency Hall of the University. This distinction was awarded to him following his numerous achievements for the University of Antananarivo through the Confucius Institute. Indeed, a significant increase of 70% of Chinese language learners at this Institute is recorded since the beginning of his term in January 2019. Rao Wenhua, has also greatly contributed to the improvement of the working environment and the quality of education within the Confucius Institute of Ambohitsaina by providing computer equipment and real estate.

In addition, despite the context of Covid-19, Rao Wenhua has remained very active by continuing the online courses, which has allowed the release of two classes in 2020 and 2021. Madagascar-through the students of the University of Antananarivo had also won the final of the nineteenth edition of the International Competition "Bridge to Chinese" and was thus crowned champion of Africa in 2020. Still in the framework of the fight against Covid-19, Rao Wenhua had given surgical masks as well as foodstuffs to the teachers and the Administrative and Technical Staff within the Institute of which he is in charge.

In addition, he allowed the establishment within the Confucius Institute, five permanent positions of local teachers in Chinese language whose salaries are paid by the Chinese Foundation for International Education in China. About sixty scholarships in China have also been granted to students of the Confucius Institute during his term of office. The presence of representatives of the public authority as well as senior officials of the University of Antananarivo were noted during the ceremony.
